Place
There were important cities such as Dardanes and Troy from the chalcolithic period . Since the World War 1 and the War of Independence, city reminds with war, victory,
independence. It is a coastal city which links Aegean, Mediterranean to Marmara and Black Sea. The climate is warm and mild.
Location
The competition site is surrounded by park and the gardens in the North and the West, Cumhuriyet Square where is used for demonstration in the Southwest, public buildings such as
provincial security directorate, post and telegraph corporation, state hospital in the Southeast. Although it is close to shopping streets and the ferry terminal it is isolated because of
those public buildings and the public spaces and it is suggested that the site should come up with the immediate vicinity. The design area is in a texture where public spaces such as
low-rise and high-quality old buildings and public squares, which seem to have been replaced by a medium-density commercial building pattern, are replaced by time.
Context
The morphological relationship between the coast and the bazaar region has been determinative in the formation of closed, open and semi-open spaces. placement of designated
commercial units in the program has been discussed in the context of providing the pedestrian and vehicle accessibility by integrating the spaces to be designed into the urban
fabric.
Design
The design is based on the height differences between the high rise Security Directorate, low rise city block and the park. The parking need is addressed with two storey basement.
Lise Street is chosen for the entrance of the park area. It is observed that the street that cuts the front of the square is mainly used to park the car in an irregular manner, and the
street is partially closed to the traffic and it is aimed to transfer the pedestrian density on Cumhuriyet Boulevard and the square to the Çarşı and Yaşam Center and the Public
Garden without interruption. Muammer Aksoy Park was treated as a ground floor terrace of the building and this open space was maintained as a courtyard extending towards the
center of the mass. In order to make the open spaces accessible and perceptible from the upper levels, the vertical circulation elements were added such as the pedestrian overpass
to Public Garden or escalator. The close spaces on the high level was placed according to surrounding building heights to make the open spaces next to park as if it is continuation of
the park which is an eating-drinking function supporting green terrace. Due to the height needed in the volume of the conference hall of the Cultural Center, which entered from an
upper elevation of the ground floor, this mass was evaluated on the facade adjacent to the high-rise environmental structures. Due to the fact that it is not physically possible to
place all of the commercial units in the program on the ground floor to the outer wall, a courtyard has been created in the bazaar that is accessible from the park and other
commercial unites is placed there. Care was taken to ensure that all commercial units are as perceptible as possible and that there are no inert areas. In addition to that, seating
areas have been created by stepping in the courtyard and it is aimed to support the cultural art functions in the program with outdoor activities. At the same time, these levels have
allowed daylight to take place in the underground car park. Semi-open walking spaces is sheltered by eaves. The design is considered as a city element which does not stay within
the boundaries of the building, which connects with the pedestrian bridge to the Public Garden, which integrates with the park and courtyard and the upper floor terrace, which
interacts with the square with green and hardscape and overlay elements. In order to strengthen the daily use of the existing square and its connection to the bazaar structure, hard
floors and topcoats were proposed.
